J. Andrew Meyer nasceu em Deland, Florida, em 1970. Ele se formou com o grado de Bacharel Internacional da St. Petersburg High School 1988, e concorreu à Universidade de Florida, formando-se em 1991 com o grado em Economia e premiado com Altas Honras. Andy também estudou Leis na Universidade de Florida, recebendo a doctorado em 1995. Na Universidade de Florida, Andy foi admitido na Florida Blue Key e na Phi Beta Kappa.
